GSPE OS — scope & catalog
Highlighted codes are touched by the Phase-1 slice. Touched is not implemented: Phase 1 exercises a thin governed path, and the remaining concerns stay documentation until an approved value slice needs them.

Ownership is declared in code. `read` modules serve seeded projections to the screens; `stub` modules have a declared boundary and no service yet.
L5 specializations retained from v1. A kernel may implement or project part of a fabric without becoming the enterprise authority for that concern (ADR-0005).
No ERP, QMS or CRM replacement. No enterprise-wide ontology completion. No unrestricted autonomous agents. No generic microservice estate. No all-fabric implementation.
This build is frontend-only against seeded projections. There is no PostgreSQL, no outbox and no write path: every binding action reports that its command contract is not wired.
